Most of our work fits under a discretionary purchase

New York State agencies and public authorities may purchase directly from certified minority and women-owned business enterprises without a formal competitive solicitation, up to the statutory threshold set in Executive Law Article 15-A. Solicitations at or above $50,000 are advertised in the New York State Contract Reporter. Typical Brownstone engagements fall well below that figure, which means a defined analytic requirement can move from conversation to purchase order without a procurement cycle.
